ICT Policy Specialist, World Bank

Charles Hurpy is an ICT Policy Specialist in the Transport & ICT Global Practice. Charles joined the World Bank in 2014 to manage investment projects in the ICT sector and to advise governments on policies and regulations conducive to sectoral growth. He is currently leading several major lending operations in Africa related to the deployment of telecoms infrastructures under public-private partnership frameworks and to the strengthening of sectorial policies. He is also managing several Technical Assistances that aim at fostering market growth, supporting jobs creation and entrepreneurship, enhancing productivity and innovation as well as providing improved social benefits. Before joining the Bank, Charles spent 7 years as a strategy consultant specialized in the ICT sector for Analysys Mason, a global specialist adviser in telecoms, media and technology. In this role, he worked on a wide spectrum of topics, from strategy to economics/finance and public policy, for major actors of the industry (telecoms operators, government authorities and policy makers, financial institutions and international organizations) in Europe, North America, Middle-East, Africa and Asia.
