Juan Echanove

Senior Director, Food and Water Systems, CARE

I am a Spanish agriculture/rural expert, with a Master Degree on Development Co-operation and a Law Degree. I have been working for almost 20 years in the rural development, agriculture, and environment sectors in various countries, including the Balkans, the Middle East, Latin America and Asia. The last 10 years of my professional career have been in the EU. I enjoy a strong reputation as a very knowledgeable, committed, enthusiastic and reliable professional.

For the last 4 years, I have been working in the EU delegation to Georgia and I got green flagged. I am mainly dealing with agriculture/food safety/rural development related issues in Georgia, managing the biggest (EUR 52 million) EU-funded action in the country -i.e. the European Neighbourhood Programme for Agriculture and Rural Development (ENPARD)

Previously I had been working in the EU Delegation to the Philippines since 2004 for almost 6 years, mainly in charge of food security, rural development and of environment/natural resources management. Before, I worked 5 years in Nicaragua (as co-director of the Swedish funded agriculture rehabilitation project, handling some 30 staff, and as independent consultant in various rural development, environment and education related projects). Before, I was for 4 years the desk officer for Central America-in an Spanish NGO (MPDL) where I was responsible for the identification, implementation and monitoring, identification of various rural development and food security projects, with responsibility over 20 staff.
