1985, BSc (Hons) in Chemistry, St Joseph's University, Philadelphia; 1988, JD, Columbia Law School, New York. Received an American Chemical Society Congressional Fellowship; served on then-Senator Gore's staff for one year working on environmental, science and technology policy; then served as Senior Legislative Assistant to Senator Gore for Energy and Environmental Policy; helped draft the Clean Air Act and legislation involving international environmental policy. Was Congressional Staff Coordinator for the Senate delegation to the UN Conference on Environment and Development; was Official Member, US Delegation to Negotiations on the Framework Convention on Climate Change and the Antarctic Protocol. 1993, Deputy Assistant to the President and Director, White House Office on Environmental Policy; established Office on Environmental Policy. December 1994, appointed Chairman, Council on Environmental Quality, responsible for development of environment, energy and natural resources policy for the Administration and senior adviser to the President on the domestic and international dimensions of these issues.
