Ambassador Adam Blackwell serves as Vice President, International at Development Services Group, Inc. where he is leading a global effort on behalf of the U.S. Department of State to monitor and analyze incidents of terrorism and violence worldwide.
He is an international affairs and security expert, having served in the Democratic Republic of the Congo, Nigeria, and Kenya, Mexico, United Nations in New York City and as ambassador to the Dominican Republic. At the Organization of American States (OAS) in Washington, D.C., first as assistant secretary of finance and administration; secretary for external relations; and finally, as secretary for multidimensional security from 2009 to 2016, during which time he contributed to and coordinated production of the 2013 report, “The Drug Problem in the Americas.” He has led several election observations and good offices missions. He was a member of the Commission to Reform Public Security in Honduras, and the Technical Coordinating Committee to manage the peace process in El Salvador. In 2015–16, ambassador in residence at the William J. Perry Center for Hemispheric Defense Studies. Since 2012, he has served as chair of the World Economic Forum’s Meta-Council on the Illicit Economy, and task force's, cybersecurity and human trafficking. Currently, on the board of; Interamerican Defense Foundation, Trust for the Americas, POLCYB. Member of The Global Initiative against Transnational Organized Crime network of experts and the Siracusa International Institute's Advisory Board Mechanism for Combatting Illicit Trade. In 2018 he was honored to be a resident fellow of the Rockefeller Foundation in Bellagio, Italy.
