Master's in Public Administration, Harvard University. 1967, with Hong Kong Government including: positions dealing with finance, trade and issues relating to future of Hong Kong; 1985-89, Deputy Secretary, General Duties Branch, responsible for implementation of Sino-British Joint Declaration then, Director, Administration; 1991-93, Director-General, Trade and Chief Trade Negotiator; 1993, Secretary for Treasury; 1995, Financial Secretary, Hong Kong, responsible for economic services, trade and industry, monetary affairs, finance and public works; 2001, Chief Secretary for Administration, Hong Kong Special Administrative Region Government; since 2005, current position; 2007, reappointed until 2012. Honorary doctorates, Chinese University of Hong Kong, Hong Kong Polytechnic University, and University of Hong Kong. Interests: hiking, swimming and bird watching.
