Currently, Eimear works as a Scientific Project Officer in the Digital Economy Unit of the European Commission Joint Research Centre. She is an Ambassador of the AI4GOV Master programme in AI for Public Services and a member of its 2022 cohort - a programme that trains functional specialists in AI, co-ordinated by the Universidad Politecnica de Madrid, Politecnico di Milano, TalTech and Friedrich Alexander Universitat (FAU) - see https://www.ai4gov-hub.eu/
Previously she led the development of Ireland's national AI Strategy and worked on public sector innovation as Assistant Principal at the Irish Department of Enterprise, Trade and Employment.
She has extensive expertise in technology policy and governance, international human rights, diplomacy and political affairs, as well as management of multistakeholder networks.
Qualifications include: B.A. English and French (Trinity College, Dublin); MA, European Studies, (University College Dublin); E.MA in Human Rights and Democratisation (European Interuniversity Centre for Human Rights, Venice and University of Vienna law school); Diploma in Technology and Intellectual Property Law (Law Society of Ireland); Certificate in Human Rights Law (Law Society of Ireland); Executive Master in Global Leadership (World Economic Forum).
Previous work experience includes positions at UNDP; Amnesty Tech; UNAIDS; United Nations Office of the High Commissioner for Human Rights (OHCHR); World Economic Forum; European Commission; European Parliament; Irish Department of Foreign Affairs; Irish Department of Justice and Equality; Irish Aid; Irish Human Rights Commission; speechwriter and legal research assistant to former Irish EU Commissioner, WHO Special Envoy and Attorney-General David Byrne; Children's Rights Alliance; and the Women for Europe campaign.
While at the World Economic Forum, Eimear was Associate Director and Head of Faith, Business Ethics and Human Rights (she was also a Global Leadership Fellow).
