Rebeca is an experienced professional in the humanitarian, peacebuilding, and international development sectors. Currently, she holds a dual role as the Innovation Officer and Lead Data Scientist at the UN Refugee Agency (UNHCR) Innovation Service, where she focuses on leveraging data science, big data, and artificial intelligence to enhance protection and decision-making in the humanitarian sector. She has provided support to UNHCR country operations in different operational contexts in: Latin America, Asia, Europe, Africa, and MENA.

In addition, Rebeca has worked with the WFP Emergency Operations, conducting research on the funding shortfall for WFP's support to Syrian refugees in Jordan. In the realm of international development, Rebeca dedicated five years to the World Bank Mexico field office, contributing to open data initiatives, communications, and access to information/privacy policy efforts. Furthermore, she has also made valuable contributions to the peacebuilding sector. As an ICT Policy Consultant for GAPS Uganda, a grassroots nonprofit organization committed to advocating for transitional justice and the prevention of genocide and mass atrocities, she focused on strengthening efforts in early warning and early response measures in the country.

Rebeca is the founder of "Oportunidades para Internacionalistas," a regional network that initially started as a Facebook group in response to the 2008 crisis, aimed at assisting Latin American youth in finding professional and educational opportunities. Today, the network has over 48,000 members. Moreover, she is a co-Founder of @UrbanWatchers, a start-up launched in New York City.

Her educational background includes a B.A. in International Relations and an MPP from ITESM Campus Monterrey. She also holds a certificate in Foreign Policy from American University and has completed an Executive Education program at the Harvard Kennedy School of Government. She also holds the distinction of being a former Fulbright Scholar at the School of International and Public Affairs (SIPA) at Columbia University, where she obtained an MPA specializing in the management of technology policy and humanitarian affairs.
