1991, Ph.D. in Engineering and Public Policy, Carnegie Mellon University. Formerly taught at George Washington University as an Assistant Professor before returning to Tsinghua University in 1996. Currently, Cheung Kong Chair Professor and Dean of Schwarzman College, Tsinghua University. Research areas include public policy and management, science, technology and innovation policy, crisis management, and global governance, and has published extensively in these areas. Concurrently, Adjunct Professor, Carnegie Mellon University; Non-Resident Senior Fellow, Brookings Institution; Board member, the Sustainable Development Solution Network (SDSN); Member, the UN Committee of Experts on Public Administration (CEPA); Member, the inaugural Internet Governance Forum (IGF) Leadership Panel. Public service appointments in China include Counsellor, the State Council; Convener, Discipline Evaluation Group Public Administration of the Academic Degrees Committee of the State Council; Chair, National Expert Committee on the Governance of Next Generation of AI; member, Standing Committee of Chinese Association of Science and Technology.
