Research interests and expertise include digital governance, open government data, cross-boundary information sharing and mobile public services. Member of the Expert Group, United Nations E-government Survey; Co-chair, Digital Government Society China Chapter; Vice-President, Digital Government Committee, China Information Society; Member of the Editorial Board, Government Information Quarterly. Has led the DMG Lab to release its Annual Report on Open Data of Chinese Local Governments and the China Open Data Index since 2017.
