Digital FDI Initiative: Digital FDI-Enabling Project in Rwanda

The World Economic Forum and the Digital Cooperation Organization (DCO) launched the Digital Foreign Direct Investment (FDI) Initiative to enhance cross-border digital investment, particularly in emerging markets. As the second country to implement this initiative, Rwanda's Digital FDI-Enabling (DEP) project is pioneering efforts to foster digital growth through targeted actions.

Robust governance frameworks are vital for maximizing foreign direct investment (FDI) to accelerate digital transformation. The Digital FDI-Enabling project in Rwanda identifies actionable measures to cultivate a digital-friendly investment climate and drive sustainable growth. This report presents findings from extensive consultations with stakeholders across public, private, academic and civil society sectors, assessing Rwanda's enabling environment for digital FDI.
