Anne Therese Gallagher AO is the President of the International Catholic Migration Commission. Her other current and recent roles include: Co-Chair of the International Bar Association’s Presidential Task force on Trafficking; Founding Member of the IOM Migration Advisory Board; Founding Member of the Asia Dialogue on Forced Migration; and Academic Adviser at Doughty St Chambers, the UK’s largest civil liberties law firm.
An Australian-trained lawyer, Dr Gallagher commenced her international career in 1992 with the United Nations. As Special Adviser to Mary Robinson, the UN High Commissioner for Human Rights, she was directly involved in the development of new international laws and policies on human trafficking and migrant smuggling. Since then, she has combined on-going international policy work with front-line support: advising governments in more than 50 countries on legal and institutional reform aimed at ending impunity of offenders and securing justice for victims of exploitation. An independent and award-winning scholar, Dr Gallagher has published widely on human rights, the rule of law and migration issues. She is recognized to be the leading global authority on the international law of both human trafficking and migrant smuggling.
