Carlos is a youth professional, enthusiast in open government, digital transformation, citizen participation, youth and democracy. Currently, He is based in Santiago de Chile and Caracas. He is Director of Abriendo Datos Foundation. He works as a Youth Employment consultant for the International Labor Organization ILO of Latin America and the Caribbean. Previously, He worked as academic coordinator of the Generation L Program of CAF -development bank of Latin America and the Caribbean-. Also, He worked as a governance research assistant for the Regional Center of the United Nations Development Program (UNDP). Thanks to his work experiences in Latin America he has in-depth knowledge about the region and its main challenges. He also write for regional media and the World Economic Forum.
