Manuel is a visiting scholar at the Policy Lab of the Center for Information Technology Research in the Interest of Society (CITRIS) in the University of California - Berkeley, his line of research are digital economy policies. He also does academic research in the Institute of Economic and Business Research, developing policies of open government, transparency, technology social impact, and digital economy.

Manuel has a graduate degree in Master in Public Policy by the Universidad Michoacana de San Nicolas de Hidalgo, a Bachelor in Business Management, and Political Science specialization from the Monterrey Institute of Higher Education (Tecnológico de Monterrey).

He is a former government public server, he was Chief of Staff in the Ministry of Finance, where he led a project which outcome was a positive impact in the efficiency of the internal management of government. He also worked in the Ministry of Social Development as the Policy Manager of the Advisory Council System of Social Development Policies in the State of Michoacan, Mexico.

Manuel writes political and business analysis in digital and paper media, and he is the host of a daily TV show of political analysis. He also works as a University professor in classes related to policy-making and statistics. Manuel is a member of the Youth Citizen Council of his city, Morelia, where he is the Head of the science, technology and innovation Committee, he is also the leader of a civic hacking community interested in promoting better governance through technology named MoreliaHacks.

In the Morelia Hub, he has the role of Public Relations Officer and leads "Collaboration Ecosystems" the Shaping My City´s Future Challenge, which was selected among the Top 50 by the Global Shapers HQ, he has also written for the World Economic Forum Agenda.

Manuel thinks that policies define the future of society for better or for worse, that´s why he impacts lives through policies that incentive the use of technology for social good.
